Add “Always hiring,” or what to expect language to Apply Now page

Users found it confusing when applying blindly to USDS without the presence of any job requirements. There should be some language that explains that USDS is always hiring, and perhaps some information about what type of roles we are hiring.

Aft the user applies, there should be some text that explains what to expect.
