Next/Prev on project pages (instead of repeating the project carousel)
The problem
At the bottom of all project pages, e.g. Medicare Payment Program, there is a "More Projects" carousel.
Because the order of project cards in the carousel does not change, the visible content is repetitive across pages.
A better user experience would be to offer Next and Previous project cards at the bottom.
User Story
As a user, when I am viewing a USDS Project, I would like to have a clear path to different projects at the bottom of the page that are not ones I have already read, so that I can learn about the work USDS does in a more efficient way.
Acceptance Critera

This issue needs VISUAL DESIGN. This should be attached before any work is done, and should help guide the below criteria.

The order of these cards should be determined by the order of the cards on the Projects Index page.

On the first project page, only a "Next" card appears. On the last project page, only a "Previous" card appears.
