As a data developer, I want to understand why we have more census tracts in our data than the US Census says there should be.

Description Census says only 74,134 tracts in the US, Puerto Rico, and island areas. At last count, we have 74,160 in our data. Why is this discrepancy? Is it tracts at different time periods?

@lucasmbrown-usds - do we close this or do we also incorporate #983

this is because 26 extra tracts came with only NRI data from FEMA.
