Add rural / urban to the CEJST download files per Census tract

Is your feature request related to a problem? Please describe. We should be able to get this information from the Census and people have been asking for it for their analysis. For example, OSTP is using it for some equity analysis. Having this information available would save them a step.

Describe the solution you'd like Add a column which designates a tract as either urban or rural for each census tract ID.

Describe alternatives you've considered A clear and concise description of any alternative solutions or features you've considered.

Additional context OSTP and others have asked for this feature, could also show on the side panel if desired.
