0 populations are showing as N/A in at least one tract

Describe the bug Emma and Lucas have checked and the back end says "0" and the front end says "N/A" for this tract Number: 24510250600 County: Baltimore city State: Maryland Population: N/A there is a thread in slack

To Reproduce Steps to reproduce the behavior:

1. Go to 'Explore the tool'
2. Click on 'it is a tract on the water in Baltimore - sorry I closed the window'
3. Scroll down to '....'
4. See error

Expected behavior Pop should appear as "0"
