Specify "Virgin Islands" as "U.S. Virgin Islands"

Describe the bug It is confusing to just say "Virgin Islands" because the British Virgin Islands are right there and they are not selectable because they are not census tracts.

1. Go to 'Virgin Islands'
2. Click on '....'
3. Scroll down to '....'
4. See error
