Census tracts that have 0 land should not be included
Describe the bug There are a bunch of tracts along the coasts of the nation that are basically all water. why? who knows. it would be good to not include these tracts because they create an inconsistent behavior on the user interface where in some cases we are suppressing data that is "not expected" (e.g. historic underinvestment) and not in these. This is confusing.
Note: since there is no data for these tracts, they are not DACs. With income imputation, they do now have a value in that field.
Additional editors note: I am still not 100% on the current not expected solution but haven't had time to play with any alternatives.
To Reproduce Steps to reproduce the behavior:
- Go to 'Explore the map'
- Click on 'A coastal region (like coastal California)'
- Scroll down to 'census tract viewable zoom level'
- See error
Expected behavior Since data is not expected for these tracts, they should be suppressed.
