[SPIKE] Investigate how to have website copy supported by YML and i18n

The YML config file could potentially also write the indicator descriptions (short and long) in the YML file. This would allow anyone to edit them.

What ramifications does this have to the i18n process? Can we run a small experiment or design doc to test this?
