Add a download available indicator on the explore the map tool

Describe the bug People that aren't exploring the whole site are missing the ability to download the CEJST data. Add an indicator on the UI that points people to the downloads page. See screenshot below. Remove the link from under the map because people don't see that.

1. Go to 'Explore the map'
2. See error

yes @vim-usds except the calendar link is in that spot now. if we can implement the calendar in the about section then that frees up the space for this. can discuss at sprint planning.

I also think I want to add an icon to the box to make it more noticeable...
