Have you thought about publishing this dataset to an Esri Open Data Portal? This would provide multiple ways for the geospatial community and users to access this important dataset. @travis-newby would you be interested in working on this? I can share more but this would be a restAPI for CEJST data (we had some concerns about the dynamic data maybe causing some issues here but with your caching work maybe this is something we want to take a look at?)
