[SPIKE] Task: research USWDS' approach to website / wiki / GitHub intermingling for best practices

Describe the task

Shelby recommended that we look at the way USWDS handles the integration between their website, their GitHub and their wiki as an example of "someone doing it well."

Acceptance Criteria

• [ ] someone has looked at how they do it
• [ ] someone has produced a best practices type of research report
• [ ] someone has shared that information in a read-out to the team

Additional context

• we are trying to solve our documentation / data access / resources problem in a way that is user friendly to all types of people with different backgrounds and needs related to the CEJST - data developers, academics, community members, etc.
