FetchIntroSteps refactor

The changes removes unnecessary duplication of logic in two separate iterations.

Additionally, this will fix the situation where currentElement display is set to none, and doesn't have data-set. Previously the item was added to introItems, what is not correct in terms of logic for elements with a set step.
