Events pinch-to-zoom not working in Chrome

There seems to be a bug in Chrome where the wheel event usually triggered for pinch guestures is not triggered in devtools webpages.

I think we may need to continue to defer this issue. The Chrome bug hasn’t been fixed yet, and it doesn’t appear to be firing the wheel event at all within extension pages. Firefox shows the wheel event firing as normal.
