Update package.json to support Angular 16

My attempt at adding support for Angular 16 and above.

• Bump package versions to ^16 to support Angular 16
• Removed husky postinstall
• Bump package version number to 16 to align with Angular release

I think this would be a good update if you've tested it and it's compatible with Angular 16.
