Fake ship tests take ~20min to run

This is currently the longest running bit of pre-merge CI testing.

This issue tracks taking a look at these tests to see if there are ways we can reduce the cycle time for this.

Fake ship test times are now down to ~12min with the fix introduced in #141. See https://github.com/urbit/vere/actions/runs/3962307125/jobs/6788804545.
