Samsung - apps cannot be added to "Apps that won't be put to sleep" list

We've had a user report that some apps cannot be added to the "Apps that won't be put to sleep" list.

Samsung support reportedly said that "the developer of the app should implement Samsung's device care (battery management) features in order to appear among the applications which the user can put on the "Apps that won't put to sleep" list."

I've googled and googled but I couldn't find any relevant information. Does anyone have any idea what would they mean by that?

On my Samsung A33 with Android 12 I can only add apps to this list if battery optimization for this app is switched on (setting “optimized“ or “restricted”). If I set it to “unrestricted“, then it disappears from all “put to sleep“ lists at once.
