cmd/upspin: cp command issues

It can't handle certain important use cases. It could be fixed, or perhaps we should build a better example. Tar has similar problems.

  • copying a read-only tree
  • migrating storage as well as DirEntries (a flag to disable the reference-only copy would suffice)

There may be more.

Rob, can you expand on these problems? I think this issue is not very helpful right now, in that it is not easy for anyone to pick up and resolve. Perhaps it could be closed and specific issues could be filed for each use case.
