[Feature]: Settings to disable notifications altogether

Goal or desired outcome of this feature

I would like to suggest the option to permanently mute/disable all notifications for Reminders. For me, the tool is already helpful enough to integrate the reminder into my daily notes and present the next and overdue reminders in the list overview.

Muting single reminders helps, but it is somewhat annoying and tedious depending on how many reminders you have muted, as they are all shown again at a restart or opening the same vault on another PC.

Describe the feature

In the "Notifications Settings", an option should exist to show notifications in the first place.

I am currently developing Google Calendar/Tasks integration, and I believe that the notification feature can be replaced by them. Therefore, in line with this development, I will implement a feature to disable notifications.
