I solved this issue by calling [message_attribute](https://docs.rs/prost-build/latest/prost_build/struct.Config.html#method.message_attribute) instead of [type_attribute](https://docs.rs/prost-build/latest/prost_build/struct.Config.html#method.message_attribute).

This shouldn't have been closed. The only reason I can think of might be this line in the PR description: > Address part of https://github.com/ZcashFoundation/zebra/issues/4784. Which seems odd.
