Deprecate (and eventually) remove `up xpkg` commands

What problem are you facing?

Today users can use either up CLI or crossplane CLI for building XP packages. The Crossplane CLI should become the default for this. Currently there also seem to be challenges around using up CLI for building packages as per: https://github.com/crossplane/crossplane/issues/5635#issuecomment-2082319859

How could Upbound help solve your problem?

We should deprecate using the up xpls command and eventually remove it.
