JUSIX enable / disable force deno caches to recompile

We should add the JUSIX option enable/disable behaviour to the compiler options to force deno to rebuild the module when app.dx parameter is changed and the app is restarted. Otherwise all files have to get a change to be recompiled with the new setting (JUSIX enabled or disabled).
