Fix bugs and enhance `tags` creation when creating a project

Noteable issues:

• In the tags creation modal, if you create a new tag and then delete it by clicking X, the modal freezes.
• On the same modal, if you add # before tag, it adds another #.

what i see is that one write the # it is useless because it comes on the tag by default @coderatomy
