When installing a plugin, it doesn't remove a file if it was previously added and then later removed

Hi By reinstalling a plugin like IPCloneDetectorAndASNAnalyzer, a 'WhoisASN.php' file is added to the plugin directory, even though this PHP file was deleted several weeks ago because it was obsolete. You can see here https://github.com/unrealircd/unrealircd-webpanel-plugins/tree/main/IPCloneDetectorAndASNAnalyzer that the 'WhoisASN.php' file is not present, yet it still gets installed by being added to the plugin.
