docs(publishing): Update ClickOnce publishing instructions for net10.0

What is the current behavior? ๐ค
Up from Uno.Sdk version 6.x net 8 is not longer supported, but in this publishing guide, the sample still uses this old version, which requires the user to update this compared to the guide right above the to-be-updated ClickOnce Guide code samples
What is the new behavior? ๐
- Updated the version and Runtime Version according to the lastest stable .NET 10 Version we are expected to have installed after Uno.Check passes at this time
- The Reader gets a Code Sample that we can verify to be supported by the current Uno.Sdk version
- Added remark that this guide is assuming him to have this TFM in his
.csproj, so he can verify this before starts adding anything else - Added Link to the VS Publishing to Desktop Target in the Alert box, so he can see what is meant by this if he would be unsure if his assumption equals to this.
