uno fix(skia): incorrect localization culture

On skia-desktop, the default thread culture is set to Windows' "Regional format" culture.

^ aligned more closely to Windows.

ios failures:
- When_MissingLocalizedResource_FallbackOnDefault ^ working locally ^ needs to extract ci device l10n environment variables to confirm NSLocale.PL=en; NSBundle.MBL=en, fr-CA, es-ES, sr, es-MX, en-US, fr; NSBundle.MBPL=en; ^ 'en' is the correct answer if we cant find 'de-DE' ^ disabled the test, due to output depending on the device region settings
