chore: Use RuntimeTests Engine package in uno

Refactoring

Remove copy of the runtime test engine from uno and use Uno.UI.RuntimeTests.Engine package instead.

What is the current behavior?

Custom copy of the runtime test engine (which has started to diverge from the package)

What is the new behavior?

Use the package shared by uno's projects.
