Class library wizard

What would you like to be added:

I would like to see the Uno Class Library Wizard. The Wizard should be able to choose the .net version and also has the Center Package Management function.

Why is this needed:

This is solving compatibility problems of Class Library and Uno Application (for example .net7.0 and .net8.0 compatibility).

Additionally

I think that most of the functionality, at least for the first time, will not be needed.

Yes! A library wizard is greatly needed!

I think this would also be useful for first timers who might not have ever set up references to a cross platform control library before.
