[iOS][Flyout] FlyoutPresenter takes up the whole page when button is pressed close to the top of the page

Current behavior

Expected behavior

How to reproduce it (as minimally and precisely as possible)

1. Launch app
2. Navigate to Flyout
3. Scroll page so that FlyoutPresenter button is close to the top of the page
4. Tap Flyout
5. Notice that the Flyout takes up the whole page with a large blank section

NOTE Issue is present with all Flyouts
