docs(man): add ctags-cxx.7.rst.in man page

@pragmaware, I think we need ctags-cxx.7 man page that explains fundamental limitations about C/C++ (and CPreProcessor) parsers.

docs/parser-cxx.rst is for developers including me. man/ctags-cxx.7.rst.in is for users.

"OPERATIONAL DETAILS" section of ctags.1 and docs/parser-cxx.rst are good place to start.

I will add a stub.
