[Admin/Shuttle] - Admins should have the ability to control matricies and replace broken shuttles.

Admins should have the ability to steer matricies around (not just shuttles), and have the ability to slot in shuttle templates for the crew to purchase or replace for later use for the emergency escape shuttle. (Important since stuff like cargo shuttles can get destroyed by an asteroid or another player)
