New IG: Committee for Purchase From People Who Are Blind or Severely Disabled

A recent law (Pub. L. 114-113) created an OIG for the "Committee for Purchase From People Who Are Blind or Severely Disabled," though the IG position has not yet been filled. There doesn't appear to be an OIG website yet. They have published a presentation from April showing their roadmap for bootstrapping the office. Once they're up and running, we'll need to write a new scraper.

Thomas Lehrich is now the IG. There still isn't an OIG website up.
