API for agency uploads

Probably targeting beta at the earliest.

Way to integrate batch-uploads with some kind of API. Would need to have API keys or some other authentication mechanism to disallow abuse.

Would be useful to allow other services (RecordTrac, etc) and maybe desktop apps to integrate with the site.
