Detecting and standardizing building names in committee meetings

Me and @dcloud did some research over in sunlightlabs/congress#53 about detecting and standardizing building names and room numbers in hearings. They appear in a wide variety of forms, with typos.

I think we should do this work over here, so that the committee_meetings.py script can take advantage of it.

I don't think so, it's just a matter of prioritizing the doing of it. For it to show up in Sunlight's apps, this will first require us re-orienting Sunlight's Congress API to use this project's hearing scrapers (it currently uses our own legacy scrapers). You can feel free to poke me about it, but let's take it over to sunlightlabs/congress#421.
