Automate version numbering for Python package building

Issue Description

There are lots of ways that the version number gets set/changed in the setup.py as well as CI for building and testing. There are common tools that can help make this simpler like versioneer

Proposed Solution

Researching and adopting something like versioneer would make managing symver compliant versioning easier for all methods and builds that rely on VERSION.
