Problem with incognito mode

Have 2.4.0 installed on Chromium running on a Raspberry Pi. I want to run the browser in incognito mode.

When running in incognito mode and I try to access a non-whitelisted site, or in fact any site other than the first two I added to the white list, I get a message saying the extension itself is blocked.

ERR_BLOCKED_BY_CLIENT

Not the normal block screen.

Non-incognito mode works as expected. Is there a known issue with incognito mode on Chromium?
