Update to support Terraform 0.13

Once Terraform 0.12 support #44 has been completed, support for terraform 0.13 should be added. The module should be updated to support Terraform 0.13. This will require deployment of a new unifio/dockerfile-ci or updates to the circleci configuration to test the module using a different process.
