UTC-180-C6 Consensus: Provisionally assign U+1B123 HIRAGANA DIGRAPH KOTO, U+1B124 KATAKANA DIGRAPH TOKI, and U+1B125 KATAKANA DIGRAPH TOTE in the Kana Extended-A block, based on document L2/24-150 (Kojitani) and as amended in Section 15 of document L2/24-165.
