[177-C20] Consensus: Provisionally assign 2 codepoints U+A7CE LATIN CAPITAL LETTER PHARYNGEAL VOICED FRICATIVE and U+A7CF LATIN SMALL LETTER PHARYNGEAL VOICED FRICATIVE and change the general category of U+0295 LATIN LETTER PHARYNGEAL VOICED FRICATIVE from Ll to Lo, for a future version of the standard. (Ref. L2/23-219 and Section 2b of L2/23-238)

If I am reading the draft SAH recommendations right we should split out the GC change for 16.0.

No, the consensus is for changing the gc in a future version, just like adding the new characters. And that's what you did here :-)
