Uploading UnicodeJsps

The generation and local testing of UnicodeJsps is unblocked. Two remaining items are:

• ~how to debug locally in Eclipse~ 👉 #43
• how to upload to production

(Both of these have some documentation; this issue is to capture that I have to verify that that documentation is sufficient, and if not, identify what the problems are.)

• there is some discussion (with a link to docs) of debugging using jetty, I have not tested it with eclipse.
