Support ECMA-402 NumberFormat-compatible engineering number formatting

For ECMA-402 compat, ICU4X should provide support for the notation: "engineering" in ECMA-402.

Should be easy code to write, but the question is more about where do we land it: separate crate or unified crate with compact notation?
