Unify rule-based segmentation rules with ICU, CLDR, Unicode spec

Currently the rule-based break iteration rules are scattered around several places, all loosely derived from one another. This makes it difficult to update and causes breakages based on the inconsistencies across implementations.

This is not an ICU4X issue specifically, but this issue tracks the ICU4X side of it.
