Apply non_exhaustive lints for 1.0

We already did much of this in https://github.com/unicode-org/icu4x/issues/383, but we forgot to add this to boilerplate.md, which means that several of the newly added component crates do not have the lint enforced.

We should add the lint to boilerplate.md and make sure all components (and providers) have it enabled.
