CLDR-13753 Update for ckb to match official layout

Updated the main layout with shift to match the official and formal layout which used by government of kurdistan region, The previous one was not ever used by us i dont know who made it like that. Hope you accept this merge. We cannot change the /osx/ files, because those are to represent what Apple does. However, it is possible to check into /und/.

We'd also need references about the exemplar change.

We need apple to change their layout we don't want apple to use this wrong combination anymore.

This is ku_arab which named central kurdish now is here: https://github.com/unicode-org/cldr/blob/master/exemplars/main/ku_Arab.xml But this is also wrong because central kurdish (ku_arab) it isn't using ك any more it uses ک instead of it and problems with ە and هـ should be fixed. Do i need make another pull request for this also?

@jwtiyar Previously, CLDR was not a place for new keyboard layouts.

However, there is a new effort and a new keyboard format. So when this is available we can add this in. I marked this keyboards so that it will be on the keyboard agenda eventually.
