CLDR-16909 kbd: move out of techpreview

CLDR-16909

  • Move Keyboard out of techpreview
  • techpreview is no longer an acceptable version number for conformsTo=.. or for the import path.
  • remove some hacks that enabled techpreview
  • fixup the spec and other docs

NOTE As discussed earlier, the keyboard test data (ldmlKeyboardTest3.dtd) remains in techpreview. I've added some additional notes to make this clear in the DTD and in the spec.
