As a contributor, I want up-to-date information about contributing so that I can participate in a UNICEF-supported project.

Summary

This is centered around contributing guidance in both the O.S. Inventory and the UNICEF Inventory theme. This information exists across READMEs, CONTRIBUTING.md files, and pages inside the Hugo sites, but we need to centralize them to one place.

I believe reworking the documentation in the example site (#89) first, and then adding a new section on contributing is a good move.
