Have a flag or configuration option for a kinetic scrolling introduced in v109

Who's implementing?

The problem

After update to v109 my scrolling experience with two fingers deteriorated big time! Pages now scroll fast like crazy.

Possible solutions

• Have a flag to disable this new feature completely
• Config option to slow down the kinetic scrolling

Downgrading back to v108

I am affected by the problem as well (and back to v108) on Dell E5470, Ubuntu 20.04, Wayland, flatpak. Unfortunately, I can not be of further help..
