gateway: Copy Conf.d.extra to backup takes a long time

In the build-prod.yml, the "gateway: Copy Conf.d" is taking a significantly long time. Need to add checks to only run that command if necessary

Its moving a fairly small directory. I don't know why it would take this much time. The directory never really changes, so Ansible should be ignoring it directly.

I might be able to have each individual file moved instead. Maybe that will speed things up.

In a second run, this didn't seem to cause a problem
