Streamline Feature requests, bug reports and Forums with Forms & Templates

Adds configurations that does the following:

• Close blank issue creation.
• It requires community member to either create a bug report or start a Feature request or start a Forum discussion
• Adds a bug report template that will guide the community member to submit all the required information upfront for triaging and fixing the issue, there by reducing the multiple back and forth.
• Added a template for Feature request that will guide the community member to submit well rounded and thought through ideas.
• Added a PR template that will force the raiser to make sure that they follow all the guidelines and makes the reviewers job easier.

These changes are aimed at amplifying the signal from noise. It allows the maintainers streamline, categorise and label all the requirements and contributions of the community members, so all members seek or offer help regardless of their skill, agency and confidence. It will help the maintainers to keep a short turn around time w.r.t. suggestions and contributions.
