Reduce bundle size of last-comments widget

The size of last-components increased due to inlining arrows icons in js bundle.

Possible solutions:

• load arrow icon by url
• split vote component on two parts and use only vote counter for comments that are rendered on last-comments widgets

The problem was introduced in #1323
