[Feature Request] Support browserlists as targets

Background

When users use multiple sets of tools, they need to write an additional set of browserlist-to-targets conversion code for Umi or ecological tools.

Proposal

• [ ] Mako supports the browserslist configuration.
• [ ] Umi supports configuration targets: { browserslist: {} }.
